Steve Hoefs stepped down as part time city manager earlier this year, reportedly because he was not getting along with “a couple” of council members. Chief Administrative Officer Charlie Wagner stepped down from his part time position because he had served as long as California Public Employee Retirement System rules would allow.  The two men essentially shared that job left vacant by Pete Woolson when he retired in 2009.

Mayor Bob Kennedy has said that the city needs a manager at the early stage in their career, rather than later. He said managers in their later careers are interested in maintaining the status quo.

In April, Hoefs said that 60 percent or more of the job is based on local knowledge. He said a new city manager would need about three months just to get to know the community.

He said Avalon has had managers in the past that lived on the Island and had children in the school here. They did well. However, he said managers who came to the Island at the end of their careers did not do so well.
