Avalon City Council approves cannabis delivery business permit

The Avalon City Council on Tuesday, Aug. 5, unanimously approved a permit for Catalina Cannabis, LLC. The permit is for one year. The year officially started Wednesday, Aug. 6. The business will be able to apply for a renewed permit 60 days before the expiration date.

This was a Consent Calendar item. Consent items are voted on collectively, without discussion, unless a council member pulls one or more items for further discussion. Nothing was pulled from last week’s Consent Calendar.

Background

“On May 6, 2025 the City Council adopted Resolution No. 25-10 awarding a commercial cannabis permit to Catalina Cannabis, LLC for medical cannabis delivery business subject to compliance with all necessary conditions,” according to the staff report prepared by Senior Management Analyst Devin Hart.

“Since the adoption of Resolution No. 25-10 Catalina Cannabis, LLC has worked diligently to complete all regulatory requirements set forth by the State of California Bureau of Cannabis Control and the City of Avalon,” Hart wrote.

According to Hart, all the requirements of the Avalon Municipal Code have been met.

On July 24, Catalina Cannabis was approved for a commercial autoette permit.

“Additionally, on July 14, 2024 Catalina Cannabis was issued a license from the State of California Department of Cannabis Control for a Commercial-Retailer-Non-Storefront Medicinal business,” Hart wrote.

The council was able to issue a permit now because all the prerequisite for adopting a council resoloution to approve the permit had been met, according to Hart.
