The council unanimously approved contracts with two businesses to repair the restrooms at the Green Pier at the Feb. 18 meeting. The contract with MKS Specialty Finishes, Inc., and Geoff King Plumbing would be for a maximum of $100,000.
The money, according to the staff report by Maintenance Superintendent Jamie Hmielak, would come from the Green Pier Restrooms Capital Improvement Fund.

“The public restrooms at the Green Pier have been in use for approximately thirty years and are in need of significant upgrades to meet current standards of accessibility, hygiene, and aesthetics,” Hmielak said.
“The restrooms serve a high volume of residents and tourists, making their renovation a priority for maintaining the city’s reputation and ensuring public comfort and safety,” Hmielak said.
“This project was identified as a priority by City Staff and $100,000 was budgeted in CIP Project #247005, Fund 10470-6547 for Fiscal Year 2025-26. However, due to increased levels of need, the project has been scheduled to be completed before the end of the current Fiscal Year,” Hmielak said.
“To fund this project, the City Manager has authorized a transfer from Capital Improvement Project #180049 — Green Pier Repairs. This project has the same fund as the Green Pier Restrooms Project (10470-6547) as well as $450,000 budgeted this Fiscal Year,” Hmielak said.
“The renovation will include the installation of new toilet partitions, urinal screens, and improved lighting throughout both restrooms. This work is to be done by our Public Works staff. The flooring in the women’s restroom is still in relatively good condition, but the men’s restroom flooring is in need of replacement. MKS Specialty Finishes will install new concrete flooring in men’s restroom, which will include reinforcing the existing subflooring. All new toilets are to be installed in both restrooms by Geoff King, with help from Public Works. During construction, temporary restroom facilities will be provided to minimize inconvenience to the public. Efforts will be made to ensure that disruption is kept to a minimum,” Hmielak said.
Staff selected MKS Specialty Finishes and Geoff King Plumbing based on their experience, according to the report.
According to the report, Straight Up Builders and Elias Garcia Construction reviewed the project but did not provide a quote.
