Council to approve first medical cannabis permit

The Avalon City Council unanimously declared its intent to award a medical cannabis delivery-only permit to CJMH Group, Inc.

Staff will bring the permit back to the council at a future date to award the permit and determine the business license fee, according to the staff report prepared by Administrative Analyst Devin Thompson.

The permit, when issued, will be for one year.

At this point in time, there will be no tax on the medical cannabis.

Mark Milan said he was one of the applicants. He said he didn’t know why the city wanted a monopoly. He also expressed concern that medical marijuana delivery could take place on public streets.

However, Mayor Anni Marshall said marijuana would have to be delivered to a building.

“That’s how it’s supposed to go,” she said.

As for the city issuing a single permit, Marshall said that because Avalon is a conservative community, the decision was made to give medical delivery a year.

Council members also discussed, briefly, whether medical cannabis ought to be taxed.

“Let’s gather more information before we look into this,” said Council Member Pam Albers.

City Manager Denise Radde said the city could place the issue on the 2020 ballot.

The possible cannabis tax was a discussion item, so the council took no action.
