City sets growth policy

The City Council adopted Avalon’s growth policy for 2022 this week. 

This was a Consent Calendar item. Consent items are voted on collectively unless pulled for separate consideration. The council approved this item without discussion.

“Southern California Edison (SCE) has notified the City that it is no longer under any stage of water rationing,” according to the staff report prepared by outgoing Assistant City Manager Michael Parmer. 

“However, SCE has delayed issuing any new fresh water allocations to those project on their waiting list until further testing of wells and quantity of production could be ascertained. The growth policy being recommended allows the same type of development, but has been modified to provide that almost all require confirmation from SCE that adequate fresh water is available,” Parmer wrote.

The growth policy will allow, in part: 

• The repair, replacement, remodeling or enlargement of existing business and residential buildings subject to specified conditions; 

• “In-fill projects involving limited new construction and subject to specified conditions,” according to the report.

• Residential tract development

• “An ADU [accessory dwelling unit] or JADU is not allowed in any location within the City unless the water provider indicates there is sufficient water by issuing a water allocation or that no allocation is needed,” according to the report. 

• “Projects which the Planning Commission determines will not have growth inducing effects,” according to the report. 

• And projects with California Environmental Quality Act
