The Avalon City Council on Dec. 17 authorized the city manager to execute a contract with Bluewater Marine and Dock Specialties Inc. to replace the Barbara Pearson Public Dock. The agreement is for a maximum of $70,000.
This was a Consent Calendar item. Consent items are voted on collectively, without discussion, unless a council member pulls one or more items for further discussion. Nothing was pulled from the Consent Calendar.
“The Barbara Pearson Public Dock is located adjacent to Wet Spot Rentals and provides public access for boaters to the Cabrillo Mole and walkway along Pebbly Beach Road,” according to the staff report by Harbor Master Orne Carstarphen.
“The Barbara Pearson Public Dock has been in service since early 1990’s and is scheduled for replacement as part of a general upgrade to the float and ramp systems. The replacement dock build specifications should allow for extended use throughout the year, where the existing dock can only be used seasonally,” Carstarphen wrote.
According to the report, Carstarphen asked for quotes from vendors from Dennis Choate of Diversified Composites, Michael Rawlings of Bluewater Marine Dock Specialties Inc, and Caleb Lins of Catalina Boatyard Inc.
“Dennis Choate of Diversified Composites provided an estimate of $100,980.00. Bluewater Marine Dock Specialties Inc. provided an estimate of $58,000.00 depending on certain custom request from the City during dock build. Caleb Lins declined to offer a bid stating this project would conflict with his schedule,” Carstarphen wrote.
“This project is budgeted at $200,000 within the Fiscal Year 2024-25 CIP Project #207009 – Float Rehabilitation- Fund #1047-6504,” Carstarphen wrote.
“Staff recommends the City Council authorizes the City Manager to enter into an agreement with Bluewater Marine and Dock Specifications, Inc. for the replacement of the Barbara Pearson Public Dock for a not to exceed sum of $70,000,” Carstarphen wrote.
