Avalon seeks proposals for Machado Field snack bar

Last week the City Council unanimously authorized the city manager to request proposals for a vendor to operate the snack bar at Joe Machado Field.

 This was a Consent Calendar item. The entire Consent Calendar was approved collectively, without any item being considered separately.

Mayor Anni Marshall said it seemed like the city hadn’t had a lot of success with the last two or three vendors at Machado Field. 

“What I’m wondering is where the disconnect is,” she said.

City Manager David Maistros said he thought the city had identified the disconnect.

“We think somebody can make a go of it but, we’re working on some things so this next RFP [request for proposals] we’re going to try to target somebody there that’s committed as a job rather than a side job,” Maistros said.

The council then unanimously approved the entire Consent Calendar.

Background

The council meeting was held Tuesday, Feb. 6. Effective Sunday, Feb. 4, the city terminated the lease agreement with the most recent vendor.

“The City Council has discretionary authority to approve the RFP details and requirements to be included in the lessee’s contract,” according to the staff report by Management Analyst Devin Hart.

“The RFP requirements requested to be provided by the applicants  must  meet  or  exceed  Avalon  Municipal  Code  (AMC)  Requirements.    Staff recommends the City issue a RFP based on the following:

“• Continuous year-round operation of  the concession stand.

“• Require the concession stand to be open for all events at JMF, including recreational activities, school sports events, contracted league events, etc.

“• Enter an approximate 24 month agreement with lessee, expiring on April 30, 2026, with three optional one year renewal periods.

“• Maintain insurance coverage consistent with the requirements outlined by the AMC.

“• Comply with all aspects of the AMC, including the City’s Fats, Oil, Grease (“FOG”) ordinance, Styrofoam, plastic straw and plastic bag ban ordinance, etc.

“• Establish an initial lease rate of $2 per square foot, $558.00 per month, for the initial period.”

According to the report, staff anticipated releasing the RFP on Feb. 9.

An optional on-site walk through would be held Feb. 20, according to the Hart report.

The RFP closing date would be Feb. 26.

The proposal could be approved by City Council as son as March 5, according to Hart’s report.

If that is the case, the contract term would begin April 1.
