Avalon hires Larson Boat Shop to fix city floats

The council this week authorized the city manager to contract with Al Larson Boat Shop to rehab city floats 2 and 3 for a maximum of $249,999.

This was a Consent Calendar item. It was approved without discussion.

“Mole floats 2 & 3 are in need of rehabilitation to extend their useful life and provide safe facilities for the users,” wrote Harbor Master Orne Carstarphen in his staff report to the council.

“Timing of the work is sensitive to the cross channel carrier schedules and opportunities are very limited to remove the floats for an extended duration. Additionally, schedules are also sensitive to the capacity of the vendor to complete the work,” Carstarphen wrote. 

“As such, City Staff contacted the cross channel carriers that primarily use these floats and confirmed the Catalina Express and Catalina Flyer will be doing maintenance on their vessels through January and February 2022,” Carstarphen wrote.

“According to representatives from both companies, the proposed January and February timeline is convenient due to the anticipated diminished demand on these floats. As a contingency, Float 4 may be used for carrier landings when necessary,” Carstarphen wrote.

“The Cabrillo Mole Ferry Terminal Rehabilitation (Phase II) may provide a major portion of the funding for the rehabilitation of Floats 2 & 3. The rehabilitation of the ferry terminal floats was included in the project scope under the grant agreement,” Carstarphen wrote. 

“Under the Federal Transit Administration’s procurement policies, grant recipients may use simplified procurement methods for contracts under $250,000. Staff is pursuing this as a funding source, but the logistics of federal procurements can sometimes be difficult for contracts of this type,” Carstarphen wrote. 

“Otherwise the cross-channel carrier fee increase dedicated to capital projects is intended to fund projects on a priority basis such as the float rehabilitation,” Carstarphen wrote.

“Float Rehabilitation is part of our Capital Improvement projects outlined in the Fiscal Year 2021-22 Budget (Project #207009). Approximately $260,000 is available in fund 10470-6504 for this project,” Carstarphen wrote.
