City Council gives Maistros 5% merit pay raise

The Avalon City Council on Tuesday, Oct. 1, gave City Manager David Maistros a pay raise this week.

The council voted unanimously (with Councilmember Lisa Lavelle absent) to give Maistros a 5% merit increase.

The raise takes effect retroactively effective Feb. 1 of 2024, according to the staff report.

The change brings Maistros’s base pay to $220,500.

This was a Consent Calendar item. Consent items are voted on collectively without discussion unless a council member pulls one for further discussion. Nothing was pulled from the Oct. 1 Consent Calendar. No council member had any comments.

Background

“On November 16, 2021, the City Council authorized the execution of the Employment Agreement for City Manager Services with David M. Maistros,” according to the staff report by Finance Director Matthew Baker.

According to Baker, Avalon’s Personnel Rules and Regulations give the council discretion to change the city manager’s salary.

“Section 3a of the Employment Agreement states: Employer shall pay Employee a salary of Two Hundred Ten Thousand Dollars ($210,000) per year in accordance with Employer’s regularly established policies for payroll distribution,” Baker wrote.

“On May 16, 2023, the City Council completed an annual performance evaluation for the City Manager, in accordance with the terms of the employment agreement. City Council directed staff to prepare an amendment to the compensation section of the Employment Agreement to provide a 5% merit increase to the City Manager’s base salary from $210,000 to $220,500 effective on February 1, 2023,” Baker wrote.

“On September 17, 2024, the City Council completed an annual performance evaluation for the City Manager, in accordance with the terms of the employment agreement,” Baker wrote.

At that time, according to the report, the council directed staff to prepare an amendment to the city’s employment agreement with Maistros.
