The city of Avalon recently announced the departure of Assistant City Manager Jocelyn Francis, who is leaving the organization after more than three years of dedicated service to the Avalon community effective June 23, to accept the position of assistant city manager with the city of Solana Beach.
Since joining the city, Francis has overseen a broad range of municipal functions, including administrative services, information technology, code enforcement, housing, solid waste management, public information, legislative affairs, transportation, and special projects. Throughout her tenure, she played a key role in advancing numerous initiatives aimed at improving city operations, sustainability, and public services.
Among her accomplishments, Francis led efforts to increase waste diversion rates, address electrical bicycle safety, advanced edible food recovery initiatives, implemented the community’s first reverse vending machines bringing recycling redemption services to the Island for the first time in more than 20 years, expanded public outreach efforts, implemented technology-driven process improvements, and spearheaded the Pebbly Beach Landfill Site Life Optimization Project to extend the useful life of the city’s landfill.
“Jocelyn’s leadership, innovation, and enthusiasm for public service will leave a lasting impact on our organization and community,” said City Manager David Maistros.
“Her contributions are significant and helped modernize city operations, improve service delivery, and positioned Avalon for continued success,” Maistros said.
Reflecting on her time with the city, Francis said, “It has been a privilege to serve the City of Avalon and this unique island community. I am proud of what we accomplished together and grateful for the relationships and experiences. I leave with great confidence in the city’s future and the exceptional team that continues to serve.”
The city will announce plans regarding the recruitment and transition process in the coming weeks. In the meantime, city operations and services will continue without interruption.
