Avalon City Council will hire Tandem Solutions to update the city’s Local Hazard Mitigation Plan on Dec. 17. The cost: A maximum of $95,000. The project will be paid with a federal grant. The decision was unanimous.
To be technical, the council authorized the city manager to execute the contract.
This was a Consent Calendar item. Consent items are voted on collectively, without discussion, unless a council member pulls one or more items for further discussion. This item was not pulled. Councilmember Mary Schickling was absent from the Dec. 17 meeting.
“The City Council authorized City Staff to solicit a request for proposals from qualified bidders to update the local hazard mitigation plan (LHMP) on July 16, 2024,” wrote Fire Chief Michael Alegria in his staff report.
“The City’s LHMP has not been updated since 2004,” Alegria wrote.
“The LHMP is a representation of Avalon’s commitment to reduce risks from natural and man made hazards and serve as a guideline for decision makers as they commit resources to reducing the effects of these hazards. FEMA requires a written LHMP for federal pre-disaster and post-disaster grant programs,” Alegria wrote.
“The City of Avalon Fire Department will be lead agency in the coordination to update to the LHMP. The current LHMP has set annexes to address issues, goals, objectives, capabilities, assets and mitigation measures for various agencies. The RFP provided for experienced consultants to assist with the update of the LHMP. During the LHMP update process, the consultant shall facilitate a process for participating agencies to update specific annexes as well as the overall LHMP. The consultant shall act as the project manager, primary investigator and primary author of the LHMP and will be required to report to FEMA, OES and the LHMP Planning Team as necessary throughout the term of the contract,” Alegria wrote.
Avalon received two proposals by deadline.
Tandem Solutions bid $90,000. IEM International bid $105,156.
“In addition to being the lowest responsible bid, the contractor if familiar with the Island and previously served as the Area F disaster coordinator for the City of Long Beach, Signal Hill and Catalina Island,” Alegria wrote.
“This project will be funded through FEMA’s Hazard Mitigation Grant Program. The City of Avalon was awarded $156,579.35 in May 2024,” Alegria wrote.
