There is bad news, and there is “not-as-bad” news when it comes to the plight of water on Catalina Island.
First, what is working: Edison has at least agreed to meet with Avalon officials to discuss water storage.
That concept has been a long time coming. Also, Stage 3 rationing will start with the next billing cycle, not necessarily on Sept. 6.
But Stage 3 rationing, 40 percent reduction in Avalon and 50 percent in the interior, is a life-changing move.

First, what is working: Edison has at least agreed to meet with Avalon officials to discuss water storage.
That concept has been a long time coming. Also, Stage 3 rationing will start with the next billing cycle, not necessarily on Sept. 6.
But Stage 3 rationing, 40 percent reduction in Avalon and 50 percent in the interior, is a life-changing move.
The way the water is now allocated is based on last year’s usage. So, if you were very conservative and tried to use less than allotted, you will receive less allotment than someone who used a lot of water last year, up to their required amount.
To simplify, if you were allotted 30 gallons a day last year and only used roughly 20 gallons a day to further conserve, your Stage 3 allotment will be less than your water-squandering neighbor who used their entire 30 gallons a day. Residents who feel their water usage allotment is unfair may file a grievance to have it increased with Edison.
Those who fail to comply with Stage 3 and go over their allotment will first receive a letter; next is a restrictive device on your water line that you pay $200 for; and after that those who exceed their allotment will have the restrictive device permanently, which inhibits water flow.
Some Islanders feel they are being “punished” for conserving more than required last year.
The figures for Stage 2 rationing were taken from 2012 data and based on that year’s usage.
If you have more people in your household than you did in 2012, for example, your Stage 3 allotment will not reflect your current situation.
