Parking restrictions changed for Avalon, scheduled to be enforced starting Oct. 7

During the Sept. 17 meeting of the Avalon City Council, the City Council made changes to the parking on the 200 block of Descanso, 200 and 300 lower blocks of Sumner and Catalina, and the 300 block of Beacon Avenue.

The changes, being implemented now and were scheduled to be enforced beginning on Monday, Oct. 7, 2019, include:

• Elimination of all 72 hour parking on the lower 200 block of Descanso

• North side of Descanso to become 2 hour parking only

• South side of Descanso to become “No overnight parking without permit”

• North side of Catalina changed from 1 hour to 2 hour parking only

• South side of Catalina changed from 1 hour to “No overnight parking without permit”

• Both sides of 200 block of Sumner changed from 1 hour to 2 hour parking

• North half of Beacon toward Metropole changed to 72 hour parking

• South half of Beacon toward Sumner changed to 2 hour parking and

• No changes on Metropole.

The parking changes will be in effect for a minimum of 90 day trial period.

Full-time residents with existing on street parking permits on the streets impacted by the changes will receive permits and be exempt from the 2 hour parking and “no overnight parking requirements” on their blocks. All other parking rules and restrictions will still apply.

These parking modifications were in response to community input regarding a previous 180 day trial period. While parking surveys indicated that by and large, the changes implemented were successful in relieving congestion in some areas, residents in other neighborhoods – specifically, the 200 block of Descanso – felt that overnight parking of non resident vehicles severely impacted the neighborhood quality of life.

In addition to the neighborhood changes outlined above, the taxi loading zone in front of Vons will be marked as a passenger /taxi loading zone with a maximum 5-minute time limit.

If you are an effected resident, temporary permits can be obtained at City Hall. Proof of residency may be required. The vehicle permitted must be registered to the residence impacted.
